This article is the lead piece in a special report that presents the results of a bioethical investigation into chimeric research, which involves the insertion of human cells into nonhuman animals and nonhuman animal embryos, including into their brains. Rapid scientific developments in this field may advance knowledge and could lead to new therapies for humans. They also reveal the conceptual, ethical, and procedural limitations of existing ethics guidance for human‐nonhuman chimeric research. Led by bioethics researchers working closely with an (...) interdisciplinary work group, the investigation focused on generating conceptual clarity and identifying improvements to governance approaches, with the goal of helping scholars, funders, scientists, institutional leaders, and oversight bodies (embryonic stem cell research oversight [ESCRO] committees and institutional animal care and use committees [IACUCs]) deliver principled and trustworthy oversight of this area of science. The article, which focuses on human‐nonhuman animal chimeric research that is stem cell based, identifies key ethical issues in and offers ten recommendations regarding the ethics and oversight of this research. Turning from bioethics’ previous focus on human‐centered questions about the ethics of “humanization” and this research's potential impact on concepts like human dignity, this article emphasizes the importance of nonhuman animal welfare concerns in chimeric research and argues for less‐siloed governance and oversight and more‐comprehensive public communication. Recent mutagenesis studies have demonstrated that the chemotherapeutic agent, chlorambucll (CHL), is highly mutagenic in male germ cells of the mouse. Post‐melotic germ cells, and especially early spermatids, are the most sensitive to the cytotoxic and mutagenic effects of this agent. Genetic, cytogenetic and molecular analyses of many induced mutations have shown that, in these germ‐cell stages, CHL induces predominantly chromosomal rearrangements (deletions and translocations), and mutation‐rate studies show that, in terms of tolerated doses, CHL is perhaps five to ten (...) times more efficient in inducing rearrangements than is radiation exposure. Appropriate breeding protocols, along with knowledge of the advantages and limitations associated with the use of CHL, can be used to expand the current resource of chromosomal rearrangements in the mouse and to provide new phenotype‐associated mutations amenable to positional‐cloning techniques. The analysis of CHL‐induced mutations has also contributed to understanding the factors that affect the yield and nature of chemically induced germline mutations in mammals. (shrink)

An attempt has been made to find some valuable information for particle detection with the help of Solid State Nuclear Track Detectors. The detector is characterized by a critical value of the energy-loss rate by the charged particle. Only those charged particles which give up energy exceeding the critical value alone can produce teachable tracks. The detection thresholds of nuclear track detectors can be specified in terms of their energy loss rates. The findings have been found within a good agreement (...) with the other works. (shrink)

BackgroundSchool based running programmes, such as The Daily Mile™, positively impact pupils’ physical health, however, there is limited evidence on psychological health. Additionally, current evidence is mostly limited to examining the acute impact. The present study examined the longer term impact of running programmes on pupil cognition, wellbeing, and fitness.MethodData from 6,908 school pupils, who were participating in a citizen science project, was examined. Class teachers provided information about participation in school based running programmes. Participants completed computer-based tasks of inhibition, (...) verbal and visual-spatial working memory, as well as the Children’s Feeling scale and Felt arousal scale to determine subjective wellbeing. A multistage 20-m shuttle run test was used to estimate fitness.ResultsFrom our total sample of 6,908 school pupils, 474 participants had been taking part in a running programme for 3 months); and 5,430 did not take part in a running programme. The Longer Term participation group had higher fitness levels than both other groups and this remained significant when adjusted for age, sex and SES. Moderated regression analysis found that for the Shorter Term participation group, higher shuttle distance was associated with better visual-spatial working memory. Effect sizes were small though.ConclusionWe identified small and selective positive impact of participation in school based running programmes on fitness and cognition. While no long term benefit was identified for cognition or wellbeing, the impact on fitness and short term benefit suggest schools should consider participation. (shrink)

This book challenges traditional approaches to research ethics based on moral principles and advocates a new, relationship-based paradigm for research ethics. The book begins with an explanation of the editors' reservations about the principalist approach pervading current regulations governing research. The editors' concerns are three-fold. First, they cite the continuing errors and abuse of human subjects of research in America despite federal regulations. Secondly, they argue that American regulations, grounded in the principles of autonomy, beneficence and justice, should not be (...) applied in all cultures. Finally, the editors argue that regulation is not the answer to all ethical questions concerning human subject research. In contrast with traditional approaches, the relationships paradigm emphasises relationships, interactions, power, responsibility and contextual and historical considerations in examining moral issues. Serial music was one of the most important aesthetic movements to emerge in post-war Europe, but its uncompromising music and modernist aesthetic has often been misunderstood. This book focuses on the controversial journal die Reihe, whose major contributors included Stockhausen, Eimert, Pousseur, Dieter Schnebel and G. M. Koenig, and discusses it in connection with many lesser-known sources in German musicology. It traces serialism's debt to the theories of Klee and Mondrian, and its relationship to developments in concrete art, modern poetry (...) and the information aesthetics and semiotics of Max Bense and Umberto Eco. M. J. Grant sketches an aesthetic theory of serialism as experimental music, arguing that serial theory's embrace of both rigorous intellectualism and aleatoric processes is not, as many have suggested, a paradox, but the key to serial thought and to its relevance for contemporary theory. In this article, I follow up on a suggestion made by Josephine Donovan that a Hume-inspired ethic of sympathy would be a better foundation for an animal ethic than more rationalistic approaches of both utilitarianism and deontology. I then expand on Donovan’s suggestion by further suggesting that Hume’s “sentiment of humanity” could easily be expanded to include other animals. Hume’s ethic of sympathy, I argue, answers the need for an ethic that is at once both personal, contextual, and sufficiently (...) universalizable to incorporate the political need for something like justice. I say, “something like justice,” because animals are explicitly ruled out of justice relationships by Hume due to his more narrow definition of that term. What I mean by “something like justice” is a more impersonal and objective element that transcends exclusively personal or private interests. (shrink)

Joséphin's (self-)denial of air speaks to us today, eloquently, of an urgent issue that became prominent in the past two years: choking as a form of torture inflicted upon victims of police brutality. The oft repeated slogan, "I can't breathe," militant words of the international Black Lives Matter movement, [End Page 169] have become a rallying cry against oppression. According to recent arguments for panpsychism, all physical properties are dispositional, dispositions require categorical grounds, and the only categorical properties we know are phenomenal properties. Therefore, phenomenal properties can be posited as the categorical grounds of all physical properties—in order to solve the mind–body problem and/or in order avoid noumenalism about the grounds of the physical world. One challenge to this case comes from dispositionalism, which agrees that all physical properties are dispositional, but denies that dispositions require categorical grounds. In (...) this paper, I propose that this challenge can be met by the claim that the only dispositional properties we know are phenomenal properties, in particular, phenomenal properties associated with agency, intention and/or motivation. Versions of this claim have been common in the history of philosophy, and have also been supported by a number of contemporary dispositionalists. I will defend a new and updated version of it. Combined with other premises from the original case for panpsychism—which are not affected by the challenge from dispositionalism—it forms an argument that dispositionalism entails panpsychism. The phenomenal powers view claims that phenomenal properties metaphysically necessitate their effects in virtue of how they feel, and thereby constitute non-Humean causal powers. For example, pain necessitates that subjects who experience it try to avoid it in virtue of feeling bad. I argue for this view based on the inconceivability of certain phenomenal properties necessitating different effects than their actual ones, their ability to predict their effects without induction, and their ability to explain their effects without appeal to laws (...) or regularities. I also offer a harmony argument according to which the view offers the best explanation for otherwise seemingly fortunate psychophysical regularities. I then outline the view’s main implications for the metaphysics of causation and philosophy of mind. (shrink)

Interpreted as doctrine, nirvana is a wooden category; as a path, subtle and paradoxical, a factor celebrated in the later Mahayana texts (samsara is nirvana; nirvana is samsara). In pleading for sensitivity to context, Welbon maintains that the Buddha was not a philosopher, much less a nineteenth-century one, but a saint and a (...) "genius as a soteriological tactician": Depending on the context and in particular the needs of the individual(s) to whom he spoke, his emphasis varied. To those full of self, his message was expressed negatively. To those full of fear, the message expressed confidence. To those full of suffering, the message expressed hope. (p. 300) Nirvana's "meanings," then, are many, and include "both annihilation and bliss, negation and affirmation, nonexistence and existence" (p. 302). Yet the author's primary concern is not simply to advance one more theory of nirvana, lined up beside the rest; it is rather to elucidate the role of theory in its relation to intercultural and history of religions data. Pp. xv+229. $7.50) Johann Georg Hamann, Philosophy and Faith. By W. M. Alexander. (The Hague: Martinus Nijhoff, 1966. Pp. xii+212. Gld. 28.25) America continues to contribute more than a fair share to the study of Hamann ---even though the Hamann News-Letter, edited by James C. O'Flaherty, had to stop appearing in 1963. It is now the same O'Flaherty who opens wide the gates for the study of Hamann in the English-speaking world by translating the Socratic Memorabilia and providing an introduction and explanatory notes. The Memorabilia without doubt offer the best first approach to Hamann. t But so great is the obscurity of Hamann that it is by no means sure that the Memorabilia have now become an exotericum. Before reviewing O'Flaherty's book I shall therefore present the content of the Memorabilia. If only we had simple blow-by-blow accounts of all of his writings before we embark on a wholesale interpretation! a For decades they were available in Reclams Universalbibliothek (in c. 1914 at a price of about three cents) and have now (August, 1968) been republished (together with Hamann's Aesthetica in nuce) with excellent notes and a commentary by Sven-Aage Jorgensen (present price: about twenty cents). In 1959 F. Blanke published another amply annotated edition with an extensive thorough commentary. 328 HISTORY OF PHILOSOPHY The purpose of the Memorabilia is to "convert" two friends of Hamann, Kant and Berens, from Enlightenment to Christianity (the two tried to do the opposite to Hamann) and to defend himself and his Christianity from their criticisms. To do so, Hamann decides to use philosophic rather than religious language. In so doing he will present himself as another Socrates, because, as Hamann sees it, it was the mission of Socrates to lead the Athenians to the unknown God, thus prefiguring the mission of St. Paul, and because Socrates opposed the then "enlighteners," viz., the Sophists. In so doing he furthermore compares some of his own character traits (for which he was blamed by Kant and Berens) and some events in his life with Socratic ones. But as he compares (equates) Socrates with the prophets and with Jesus, he by the same token compares (equates) himself with them. Early in his Essays on Intellectual Powers, Reid draws a distinction between mental power, mental operation, and mental capacity (EIP 21). To the untrained eye, these terms could probably be used interchangeably, and Reid believes this is correct, up to a point. He argues that, if we are interested in understanding exactly how the human mind works, we must use these terms with more precise meanings. This is part of his more general strategy of trying to always use the words (...) with their common meanings, as much as possible, but also pointing out that certain philosophical distinctions are needed to carry out the project of laying out the foundations of the science of the mind. This paper explains what the distinction between power, operation, and capacity is, according to Reid, with the goal of understanding why it is important to draw such a distinction, not only for the Reidian project, but for action theory, more generally. Traditional Chinese commentators rightly see that understanding Zhuangzi's way with words is the presupposition for understanding Zhuangzi at all. They are not sure, however, if Zhuangzi's words are super-effective or pure nonsense. I consider Zhuangzi's experience with language, and then turn to Heidegger's word of being to see if it may throw light on Zhuangzi's way of saying. I argue that a conversation between Heidegger and Zhuangzi on language is possible, but only by expanding Heidegger's notion of Gestell (enframing) and (...) through a destruction of the dominant Confucian discourse that obscures Zhuangzi's way of saying. ABSTRACT An overview of some of the main modes of making images of natural objects and processes, as they have appeared in the history of science, leads to two main conclusions. First, the dichotomies that have traditionally distinguished, for example, art from science, museums from laboratories, and geometrical from algebraic methods have produced a poverty of understanding of visualization. It is at the intersections of these dichotomies where much of the creative work of science occurs, and it is into those (...) intersections that this Focus section leads us. Second, the section suggests that we need to understand images as arguments. Generalizing, we need to develop a “materialized epistemology” that reunites sensual with ideational knowing. Recent work in the history of science is already pointing the way and producing a dramatically new historiography. (shrink)

In this paper I argue that Martha Nussbaum's Aristotelian analysis of compassion and pity is faulty, largely because she fails to distinguish between an emotion's basic constitutive conditions and the associated constitutive or "intrinsic" norms, "extrinsic" normative conditions, for instance, instrumental and moral considerations, and the causal conditions under which emotion is most likely to be experienced. I also argue that her defense of compassion and pity as morally valuable emotions is inadequate because she treats a wide variety of objections (...) as all stemming from a common commitment to a Stoic conception of the good. I argue that these objections can be construed as neutral between conceptions of the good. I conclude by arguing that construed in this way there are nonetheless plausible replies to these objections. (shrink)

The article examines the algorithms for JPEG and JPEG-2000 compression of various graphic images. The main steps of the operation of both algorithms are given, their advantages and disadvantages are noted. The main differences between JPEG and JPEG-2000 are analyzed. It is noted that the JPEG-2000 algorithm allows re-moving visually unpleasant effects. This makes it possible to highlight important areas of the image and improve the quality of their compression. The features of each step of the algorithms are considered and (...) the difficulties of their implementation are compared. The effectiveness of each algorithm is demonstrated by the example of a full-color image of the BSU emblem. The obtained compression ratios were obtained and shown in the corresponding tables using both algorithms. Compression ratios are obtained for a wide range of quality values from 1 to ten. We studied various types of images: black and white, business graphics, indexed and full color. A modified LZW-Lempel-Ziv-Welch algorithm is presented, which is applicable to compress a variety of information from text to images. The modification is based on limiting the graphic file to 256 colors. This made it possible to index the color with one byte instead of three. The efficiency of this modification grows with increasing image sizes. The modified LZW-algorithm can be adapted to any image from single-color to full-color. The prepared tests were indexed to the required number of colors in the images using the FastStone Image Viewer program. For each image, seven copies were obtained, containing 4, 8, 16, 32, 64, 128 and 256 colors, respectively. Testing results showed that the modified version of the LZW algorithm allows for an average of twice the compression ratio. However, in a class of full-color images, both algorithms showed the same results. The developed modification of the LZW algorithm can be successfully applied in the field of site design, especially in the case of so-called flat design. The comparative characteristics of the basic and modified methods are presented. (shrink)

The article explores the main cloud technology models. The reasoned choice of the SaaS model for creating a Web application for educational process information support has been made. A software tool environment has been formed, including Heroku, ClearDB, MySQL SSL, Apache Maven to support the design and operation of the application. Roles and functionality for each user of the application are developed. The possibilities of access to it, changes and replenishment are determined.
